IPSA has chosen to set up an online platform https://ipsa.besignal.com/ to provide a secure system for receiving and processing internal and external complaints in the best possible conditions.  


This portal does not replace other reporting channels (hierarchical recourse, HDME referent, rights defender or criminal procedure), but complements them.  


The introduction of a procedure for reporting sexual and gender-based violence, harassment (moral or sexual), hazing and all forms of discrimination is a legal obligation for public establishments, including universities and grandes écoles. 


IPSA undertakes to implement any precautionary measure or disciplinary sanction deemed appropriate to prevent or put a stop to acts of violence, discrimination, harassment and sexist behaviour to which the victim is exposed, even when criminal proceedings have not been initiated.

In accordance with our code of conduct and ethics, as well as current legal provisions, this platform enables secure reporting and exchanges, and is accessible to all employees and third parties.

IMPORTANT

You have the possibility to report here, the existence of behaviors or situations not in accordance with the general interest and of which you have had personal knowledge or which you have witnessed.


Your identity confidentiality will be preserved when issuing your report, as well as throughout the alert processing procedure.

Can I make an anonymous alert?

You can submit an alert anonymously. However, it is recommended that you identify yourself, as your identity will be kept confidential throughout the alert process.

What happens when I submit an alert?

After submitting the alert, the platform generates a unique confidential code that you must keep in order to access the follow-up of your alert and the secure messaging system from the home page. You will also be informed, after receiving your alert :


  • of the good reception of your alert, within 7 days ;
  • of the measures envisaged or taken to evaluate the accuracy of your alert, within a maximum of three months; and
  • of any measures taken to process the alert, within a maximum of three months. The time taken to process your alert varies and depends on the complexity of the facts reported and the nature of the information you can provide.


All exchanges on the platform are fully encrypted and can be accessed by clicking on the "Access an existing alert" button and entering your confidential code.

Is my alert protected by confidentiality?

Alerts are collected and processed in a way that ensures strict confidentiality of:


  • your identity as a Whistleblower;
  • the identity of the person(s) concerned by the alert
  • of any third party mentioned in the alert; - of the documents, information or data collected in the context of the alert.


The persons called upon to know the content of the alert shall take all the necessary measures to preserve the security and guarantee the confidentiality of the documents and information, whether they are collected, processed or stored. They are also bound by a written commitment of reinforced confidentiality.

How is the admissibility of my alert assessed?

The admissibility of your alert will be assessed in particular with regard to the following criteria:


  • Are the facts reported contrary to the law, regulations or the Group's ethical documentation?
  • Are the facts reported described in sufficient detail? - Is the alert issued in good faith and without financial consideration?

Each report has its own discussion system for sending and receiving messages. These exchanges respect the choice of reporters if they wish to remain anonymous.

Only the designated referees will receive the information you send us via the form. You will be able to track your report and communicate with the referent(s) using the confidential code generated by the platform when you submit your report. All reports will be subject to rigorous analysis and a detailed internal audit.
